1819–1830
Bolívar and building states after independence
From military victory to constitutions, finance and division.
Multiple participants in independence
Independence armies needed food, weapons and pay as well as strategy. Regional soldiers and supporters sustained Bolívar, Santander and Sucre. Cooperation against a common enemy did not guarantee agreement on postwar government.
Operating a republic through finance and law
Union in 1819 and a constitution in 1821 did not settle finance and regional authority. A federation larger than present Colombia needed functioning budgets. War loans and continuing state costs constrained the new government.
The December 1819 basic law and Cúcuta constitution followed union ideas, including the 1815 Jamaica Letter’s awareness of geographic and interest differences. Solidarity and workable government were different tasks.
Union and concentrated authority
Central authority to preserve union conflicted with regional autonomy. Bolívar’s dictatorial power in 1828 and separation in 1830 expose that tension. Success in independence warfare did not itself create stable government.
